Policy of 3 was one of the great melodic hardcore bands from the mid 1990s (in the late '80s and early '90s they were known as Matter of Fact). Their sound was passionate and compelling with a sound that was cutting edge at a time when the late 1980s Dischord harD.C.ore sound was thriving and mutating. This style of emotive and melodic hardcore was resonating all across the world; It was all about passion, anger, intensity and authenticity... the intensity of aggression was easily matched by the intensity of passion. This was long before emo was considered a genera, and long before emo became entangled with frivolous and mainstream indie rock. Policy of 3 helped to define this '90s sound/genera and this release is an amazing testament to one of the great passionate hardcore bands from that time. This new vinyl release is a split between Ebullition Records and Protagonist Records. 500 made. (Ebullition Records #54.5/Protagonist Records #113)

"During their original run from 1989 to 1995 Policy of 3 toured the United States twice and Europe once, becoming a mainstay at DIY venues and house shows along the East Coast. Their recorded output was small but essential. Two 7"s, one LP — the extraordinary Dead Dog Summer — and contributions to several compilations, all of it later gathered on an anthology that served as both a document and a delayed introduction for listeners who found them too late. That anthology (minus the live tracks) was reissued in 2025 by Stonehenge Records in Europe, and is now available through Ebullition Records/ Protagonist Records as the band prepares to play a handful of shows in 2026 that will give old friends and new listeners alike the chance to experience Policy of 3 the way they were always meant to be experienced: in a room, together, loud.

Thirty years on, the questions their music asked have not been answered. The injustices their lyrics named have not been resolved. The world Policy of 3 were responding to in the early 1990s — the concentration of power, the suppression of dissent, the gap between those who own everything and those who own nothing — looks even more familiar now than it did then. Which is perhaps why their return feels less like nostalgia and more like necessity. Policy of 3 are back. The songs still mean what they always meant. "Autronic Eye" was one of Policy of Three's best songs and it appeared on the XXX: Some Ideas Are Poisonous LPx2 (Ebullition #24)

"Twelve Years Down" was another one of Policy of Three's best songs, and it originally appeared on the Education compilation LP (Mountain Records #4)

Ebullition originally released the Policy of Three discography CD in 2005.
